[EHPweb] modest(?) proposal

The event lists differ for the CA/NV pages and the US and Global maps. Not
only are the formats different (see below), but the date/time info is
reported in local and UTC, respectively.  I propose that these two lists be
made to look the same, and more important, that we provide both the UTC
Date-Time *and* the Local Date-Time for all quakes.  This would eliminate
the ambiguity in how to interpret “Local Time” (e.g., someone in New York
City might construe “local time” on the CA/NV pages to be EDT instead of
PDT).  Also, the header for “Local Time” in the lists (below) should link to
an explanation.
