[EHPweb] earthquake feeds & data web page input

I think that's reasonable to at least link to catalog searches from
this page. We need to strike a balance between the real-time context
of this page and the long-term context of the Scientific Data page (or
do we?).
Eric also suggested regional feeds, only California earthquakes for
example, which have been requested by the public in the past.
