[EHPweb] menlo outage and ShakeMap/horst

Hello,

horst.wr.usgs.gov is back up and available for distributing ShakeMaps  
to the earthquake.usgs.gov web site.  mesa.cr.usgs.gov and  
graben.er.usgs.gov are also available.
