[EHPweb] EHP Server failover

I've updated the static rsync scripts on ehpbackup to exclude ehp2 and 
ehp3.

In preparation for the Menlo Park power outages this weekend, we will be 
failing ehpmaster over to ehpbackup.   

This is the sequence of events that will be occurring this throughout the 
weekend. 

Friday, before bldg 11 power is cut
                remove ehp2 and ehp3 from Level3 DNS rotation - Jeremy or 
Chris
                failover to ehpbackup as primary - Chris
                turn off ehpmaster, ehp2, ehp3, and eids2 - Stan
                switch ensX to generator power - Stan

Saturday, after bldg 11 power is restored
                don't turn on ehpmaster, it requires manual recovery just 
like we did 
                        during the failover exercise.
                turn on ehp2 and eids2 - Stan
                switch ensX to regular power - Stan

Sunday, after bldg 3 power restored
                turn on ehp3 - Stan

Monday,
                ensure ehp2 and ehp3 are up to date - Jeremy
                readd ehp2 and ehp3 to Level3 DNS rotation - Jeremy or 
Chris
                begin recovery process for ehpmaster (start and 
immediately disable 
crond) - Jeremy, Chris, and Stan
                ensure ehpmaster is in sync - Jeremy, Chris
                failback to ehpmaster as primary - Chris
