[EHPweb] ehpbackup migrating to new site

ehpbackup is now using the updated site layout, but is not completely  
migrated.  I've restored the crontab for realtime pages, and the  
shakemap indexer is once again running on both ehpmaster and ehpbackup.

The rest of the migration will be completed sometime early next week.
