[EHPweb] Project-Based Database Partitioning

In response to our weekly web meeting held yesterday attached is the  
proposal for allowing developers more control over the database while  
still ensuring proper security between projects and the database as a  
whole. Please read the attached proposal and reply with any feedback/ 
questions/comments or concerns. I will address any responses and we  
can discuss this issue again at the next weekly meeting.
