[EHPweb] QDM 1.3.6

Hello,

An issue with the merged xml catalog produced by QDM was discovered  
this morning.  This update fixes that issue.  Users who receive CUBE  
messages via EIDS (instead of QDDS) were likely not affected, but are  
still encouraged to upgrade.


Update process:
	Stop QDM
	Replace the QDM.jar jar file
	Start QDM

Changes:
	Updated Xerces2 to version 2.10.0 (from version 2.8), changed to  
LSSerializer from XMLSerializer
	Replace all null characters in CUBE messages with spaces.
