[EHPweb] PHP Upgrade on ehpdevel

All,

I'm going to make an attempt to ugprade php on ehpdevel to v5.3.3.  This 
latest version is supposed to address the mysqli w/ ssl issues that we've 
had before that Eric
wrote a patch for.  If you have any problems with database connectivity 
and the like, please let me know.
