[EHPweb] vhost for quake on earthquake

Hello,

I created a VirtualHost for quake on the earthquake servers.  This  
virtualhost is intended to serve redirects from quake to earthquake,  
after the quake hardware has been turned off.  When adding redirects  
to quake apache configurations, please also update the quake  
virtualhost on ehpdevel.
