[EHPweb] ehpmaster user accounts accounts

All,

With the transition to SVN, I think we need to, even more, minimize the 
accounts on ehpmaster to essential personnel.  Below is the current list 
of users on ehpmaster.  If there is not a viable reason for you to remain 
on that server, I will remove you.   I have highlighted the logins that 
are either automated or are required
for earthquake.usgs.gov to function.

I feel like I just did this not too long ago, but it needs to be done 
again.

Please respond ASAP if you MUST remain on ehpmaster.
