[EHPweb] EHP Admin Development

I've migrated the bulk of the EHP Admin pages over to the development  
server.  Moving forward if you want to develop or maintain admin  
pages, all changes should be made here first and the pushed out to  
EHPMaster.  The admin content not covered in these new pages (though  
you may still see links to this content) are the ENS, DYFI, and PAGER  
admin pages.  All these pages talk to the local database on EHPDevel  
so keep in mind that any DB schema changes will also need to be  
replicated out to EHPMaster.  The admin pages were installed as an  
application on EHPDevel in the directory:

	/home/www/apps/zzWebAdmin

And this content can be viewed on the web from the URL:

	https://ehpd-earthquake.cr.usgs.gov/admin/

When developing on these pages be sure to watch for trailing slash  
problems that may cause you to be bounced back to the live admin  
pages.  Please let me know if you notice anything not working  
correctly here.
