[EHPweb] Honduran time zone

Thanks for the info Bruce. The event page now shows the correct local
time.
I found the updated feplus files at
ftp://ftpint.cr.usgs.gov/pub/cr/co/golden/hazards/feregion/feplus/
I rsynced the "fepfiles" and "feplusfiles" directories into
quake at ehpX:feplus/.
and then triggered text updates using "quake at ehpX:REQS_WW/REQ_trigger -
t 2009heak".
