[EHPweb] Whoa EHPDevel

All -
	We are currently doing a massive import of the htdocs directory on  
EHPDevel into SVN.  In order to do this we are temporarily moving the  
entire "eqcenter" directory out of the htdocs area.  For the time  
being please stop all development on ehpdevel.  If you are currently  
actively developing on ehpdevel (in any area) please stop let me know  
ASAP.  If you are actively developing on ehpmaster, please stop and  
let me know ASAP.  We will have this up and running again as soon as  
possible.
