[EHPweb] EHP3 and CiimWebPas

In light of the connectivity failures between EHP3, CiimWebPas, and  
EHPMaster we have removed the two former servers from the DNS load  
balancing for their corresponding public-facing sites (earthquake and  
sslearthquake respectively).  This was justified because real time  
data was not being properly synced from EHPMaster via SSH nor MySQL to  
those public servers thus their data was out of date.

A ticket as been filed with NOSC to mitigate this connectivity problem  
and once that has been resolved we will re-add the these servers to  
our load balancing systems.  Please let me or Chris know if you have  
any questions.
