[EHPweb] user accounts on web-related systems

I am creating a spreadsheet of all the user accounts on all the  
webservers, Admin accounts, Trac, etc so that we can keep an accurate  
record of who has accounts where and for what reason.  We seem to have  
lots of accounts that no one knows anything about, or accounts for  
people that have retired or left, and this is not good.  I will be  
working with Chris to clear these extraneous accounts that seem to  
keep hanging around.

 From now on, any new accounts on mailing lists, Admins, servers, etc  
need to go through me so that we can keep track of these accounts.  
(Yes, I was the one who deleted Eric's Admin data.) If an account is  
created that doesn't have an entry in the spreadsheet, that account  
may be deleted.

I may eventually turn this into a web interface with a db table, but  
since no one has time to do that right now, the spreadsheet will have  
to suffice at present.  I will post the spreadsheet on the EHP Wiki  
when it is complete, and I will update the file whenever there are  
changes to it.
