[EHPweb] quake.usgs.gov problem may be resolved.

Hi Tom and Jill,

Thanks to Jeff Brody who came in to reboot the problematic DNS server,  
it looks like the quake.usgs.gov servers may be  back on track.  I'll  
watch them for a while to be sure they're getting events, but at least  
I can login to them now without any delay.

If the problem is indeed fixed, it's still a mystery why a Menlo Park  
DNS failure would cause quake servers in Reston and Denver to stop  
receiving QDDS messages...  Yet another single point of failure?
