[EHPweb] move sslearthquake?

Hi Stan,

We discussed DYFI form processing and SSL today and need your input.

Since DYFI servers already stay busy during a significant event we  
don't want to add DYFI processing to ehp1-4.  At the same time,  
adding another domain and SSL ceritifcate is the opposite of  
consolidation.  The only other application using sslearthquake is the  
ENS user pages.  What do you think about moving sslearthquake to  
ciimwebpas and ciimwebden (or replacements), to process DYFI forms  
and serve ENS user pages?  Moving sslearthquake from ehp1-4 would  
also free resources on earthquake.
