[EHPweb] Akamai service usage - 3rd time's a charm

OK, this time maybe I've got the right email addresses and have  
included those who deserve a big thanks for making this happen.

Between the origin content compression and the Akamai Last Mile  
Acceleration (compression), we seem to be using about 1/4 the  
bandwidth we were using before to serve the EHP website content.

We've also increased our offload to around 70%, up from about 30% a  
year ago.

Thanks to Bob Simpson for his persistence with analyzing Akamai log  
files to pinpoint the source of the problems and suggest solutions  
(and his persistence with the rest of us to do something about it),  
and thanks to Jeremy Fee for his persistence with Akamai to make this  
change (Akamai has not been very helpful).
