[EHPweb] Template Side Navigation

The template side navigation has been updated. If you notice any
pages that have incorrect navigation, let me know.
Navigation files are now scattered throughout the web site, similar
to breadcrumbs. When processing a request, the template now searches
for the nearest file named "_navigation.inc.php". Any page can
override the default navigation by setting the $SIDE_NAVIGATION
variable, which should be the path to the desired navigation file.
For example, with the page http://earthquake.usgs.gov/eqcenter/
eqinthenews/index.php, the template first looks for a navigation file
in the same directory:
/home/www/earthquake/htdocs/eqcenter/eqinthenews/_navigation.inc.php
Since this file doesn't exist, it checks the parent directory for a
navigation file:
/home/www/earthquake/htdocs/eqcenter/_navigation.inc.php
If this file also didn't exist, the process would continue up the
directory tree.
