[EHPweb] REQS caching

I modified recenteqs US and WW on ehpmaster to cache directly,  
instead of through apache.  In the process I added caching for US map  
pages, which weren't cached before.  Let me know if you see anything  
strange (this is only on ehpmaster) and, unless something comes up, I  
will push this live next Monday.
