[CEUS-earthquake-hazards] The balance

I have no doubt that hospitals do the numbers that make
their case best (as do FEMA, etc) but I also have no doubt there's a real 
issue.

For example, a friend of mine who was interviewing for a hospital CEO
job in the Central Valley was told that one of his tasks would be to
find the money for a seismic retrofit since that equalled their annual 
budget and they had no idea where to find it. Just anecdotal but 
ilustrates the challenge.
