[Shake-dev] shakemap install for individual users

Hi Bill,

I'm not aware of anyone doing what you tried, and I haven't really  
thought through what would be necessary to make it work that way.   
We've never conceived of ShakeMap as something individual users would  
operate from a common code base, so that never entered into our designs.
