[Shake-dev] Bug Report: program 'cancel' does not cancel

Dear shake-dev,

A bug has been discovered in the program 'cancel' under the 'bin' 
directory.  This bug apparently affects both version 3.1 and 3.2.  A 
simple patch description is attached to this message.  Please update 
your ShakeMap code at earliest convenience unless you enjoy deleting 
ShakeMaps from the web server and database manually.
