[Pdl] PDL v2.3.0

PDL v2.3.0 (2020-04-04) has been released.
Note that all 2.x versions requires java 1.8 or newer.

This update is recommended for all contributors, particularly for large products.

You can download the latest ProductClient.jar from
https://usgs.github.io/pdl/ProductClient.jar
Or from the release page:
https://github.com/usgs/pdl/releases/tag/2.3.0

Most users just need to replace ProductClient.jar.  EIDSInputWedge users running in polling mode need to restart the process after updating.
