[Pdl] Realtime PDL Hub changes

Hi,

The plan is for noon mountain time.  We will reduce the DNS TTL before that
time for a faster transition.

I recommend changing the consumer configs now.  Making the change now gives
you a chance to identify and respond to any problems that come up, and an
option to revert, even though no problems are expected.
