[Pdl] PDL 1.9.6

Hello,

PDL 1.9.6 was released today, and includes minor changes for keychain
configuration and CUBE output.

To update:
1) stop the PDL client (if applicable)
2) download an updated ProductClient.jar file from

http://ehppdl1.cr.usgs.gov/ProductClient/ProductClient.jar

3) start the PDL client (if applicable)
