[Pdl] PDL 1.8.9

Hello,

PDL v1.8.9 was recently released, and offers improved sending performance.
 You can view the change log at:

http://ehppdl1.cr.usgs.gov/userguide/changeLog.html



To update:
- stop the PDL client (if applicable)
- download an updated ProductClient.jar file from

http://ehppdl1.cr.usgs.gov/ProductClient/ProductClient.jar

- start the PDL client (if applicable)
