[ANSS-netops] 200MHz antennas

The USGS Menlo Park (NCSN) has 26 200MHz yagi antennas available to 
whoever needs them, first come, first served.  USGS can't get anymore 
RFA's in the 200MHz band, so we've basically eliminated all of those 
frequencies in the network finally.  The antennas will get surplused 
if we can't find a good home for them.
